ไรเดอร์ภาคใต้ต้านร่างพรบ.แรงงานอิสระฯ เรียกร้องเพิ่มค่ารอบ 62 บาท

วันที่ 21 กรกฎาคม 2568 สมาคมไรเดอร์ภาคใต้ จังหวัดกระบี่นำโดย ธัญญ์นรี จารุประสิทธิ์ ยื่นหนังสือถึง รัฐมนตรีกระทรวงแรงงานพงศ์กวิน จึงรุ่งเรืองกิจ ผ่านนายวีระชาติ บุญเข้ม นักวิชาการแรงงานชำนาญการพิเศษ สำนักงานแรงงานจังหวัดกระบี่ หนังสื่อระบุว่า คนทำงานแพลตฟอร์มกลับถูกเอารัดเอาเปรียบ ทำงานหนัก ยาวนานชั่วโมง แต่ได้ค่ารอบการทำงานที่ต่ำเป็นอย่างมาก ในช่วง 5 ปีที่ผ่านมามีการลดค่ารอบในจังหวัดกระบี่จาก 30-60 บาทเหลือเพียงค่ารอบ 15-20 บาท ในปัจจุบันนี้ ทำให้ไรเดอร์มีรายได้ต่ำไม่พอเพียงต่อการดำรงชีพของตนเองและครอบครัว โดยไม่มีการคุ้มครองตามกฎหมายแรงงาน กองทุนทดแทนและการประกันสังคม
ในขณะที่กระทรวงแรงงานได้ผลักดันร่างพระราชบัญญัติคุ้มครองแรงงานอิสระ พ.ศ.…โดยมีเป้าหมายเพื่อรองรับแรงงานที่อยู่นอกระบบนั้น เป็นร่างกฎหมายที่เอื้อประโยชน์ต่อบริษัทแพลตฟอร์ม ไม่ได้คุ้มครองการจ้างงานและการได้รับค่าจ้างที่เป็นธรรม
สมาคมไรเดอร์ภาคใต้จึงขอเรียกร้องต่อรัฐมนตรีกระทรวงแรงงานดังต่อไปนี้:
1.ยุติการผลักดันร่างพระราชบัญญัติคุ้มครองแรงงานอิสระพ.ศ.…ของกระทรวงแรงงาน
2.ผลักดันให้ไรเดอร์ได้รับการรับรองสถานะเป็น “ลูกจ้าง” และได้รับสิทธิคุ้มครองตามพระราชบัญญัติคุ้มครองแรงงาน กองทุนเงินทดแทนและการประกันสังคม
3.ดำเนินการให้มีการเพิ่มค่ารอบของไรเดอร์รอบละ 62 บาท
สมาคมไรเดอร์ภาคใต้ยังได้นำเสนอปัญหาที่ ไรเดอร์ ถูกลงโทษกรณีบัญชีถูกระงับ โดยไม่สามารถอุทธรณ์ได้ ทำให้ระหว่างการถูกระงับใช้งาน ไม่มีรายได้ดำรงชีพ ซึ่งไรเดอร์ที่ประสพปัญหาดังกล่าว สามารถร้องเรียนสมาคมไรเดอร์ภาคใต้เพื่อส่งข้อร้องเรียนมายังสำนักงานสวัสดิการและคุ้มครองแรงงานได้
โดยก่อนหน้านี้ มีการทำ workshop พูดคุยทำความเข้าใจในประเด็นพ.ร.บ. แรงงานอิสระ สิทธิและอำนาจของตน และรับฟังเพื่อนๆ ไรเดอร์ ด้วยกิจกรรมหลายอย่าง เช่น วาดรูป พรีเซนต์ เป็นต้น

Southern Riders Oppose Independent Workers Bill, Demand Per-Delivery Rate Raised to 62 Baht

The Southern Riders Association, Krabi Province, led by Ms. Thanyanree Charuprasit, submitted a letter to Minister of Labor Phongkwin Choengrungrojkit through Mr. Weerachat Boonkem, Senior Labor Academic Specialist at the Krabi Provincial Labor Office.
The letter stated that platform workers are being exploited—forced to work long and exhausting hours, yet paid extremely low per-delivery rates. Over the past five years, per-delivery rates in Krabi have been reduced from 30–60 baht down to only 15–20 baht at present. As a result, riders’ incomes are insufficient to sustain themselves and their families. At the same time, they remain excluded from protection under labor law, compensation funds, and social security.
Meanwhile, the Ministry of Labor has been promoting the draft Independent Workers Promotion and Protection Bill (Independent Workers Bill), claiming it would extend protections to informal workers. In reality, this draft law serves the interests of platform companies and does not guarantee fair employment or fair pay for workers.
The Southern Riders Association therefore calls on the Minister of Labor to:
- Halt the push for the draft Independent Workers Bill proposed by the Ministry of Labor.
- Ensure that riders are recognized as employees, entitled to protections under the Labor Protection Act, the Workmen’s Compensation Fund, and Social Security.
- Mandate an increase in riders’ per-delivery rate to 62 baht per trip.
In addition, the Southern Riders Association raised the problem of riders being punished through account suspensions without any right of appeal. During such suspensions, riders lose all income and cannot sustain themselves. Riders facing such issues can file complaints with the Southern Riders Association, which will then forward the grievances to the Office of Labor Protection and Welfare.
